Temporary changes in the procedure of crossing the State border of the Republic of Belarus

Rules of entry to the Republic of Belarus:

The crossing of the State Border of the Republic of Belarus for entry into the Republic of Belarus at road checkpoints, simplified checkpoints, checkpoints at railway stations (stations), checkpoints at river ports across the State border of the Republic of Belarus by foreign citizens and stateless persons (hereinafter referred to as foreigners) has been temporarily suspended.

The restriction does not apply to persons entering through the Minsk National Airport, as well as to:

♦ foreigners following on diplomatic and service passports, on passes (travel documents) of the United Nations or on the travel documents of the European Union, as well as members of their families following with them;

♦ heads and members of official delegations;

♦ foreigners providing international technical, foreign gratuitous and other assistance to the Republic of Belarus;

♦ drivers of vehicles performing international road transportions, as well as transportation of international mail;

♦ members of the crews of aircraft, inland water transport vessels, train crews, locomotive crews, conductors of freight cars of international railway communication;

♦ foreigners who are close relatives (parents, adoptive parents, children, including adopted children, siblings, grandmother, grandfather, grandchildren), spouses of foreigners who have a permanent residence permit on the territory of the Republic of Belarus, or citizens of the Republic of Belarus;

♦ foreigners who have a permanent or temporary residence permit on the territory of the Republic of Belarus;

♦ foreigners who have documents confirming the right to work on the territory of the Republic of Belarus;

♦ foreigners travelling to the Republic of Belarus on notification of a serious illness or death of a close relative, spouse (spouse), as well as persons accompanying them;

♦ foreigners engaged in the transportation of stem cells, organs for transplantation;

♦ citizens of the Russian Federation who are in transit through the territory of the Republic of Belarus to the Russian Federation;

♦ foreigners travelling in transit through the territory of the Republic of Belarus in accordance with the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on the simplified procedure for driving the section of the Slavutych — Chernobyl NPP highway that passes through the territory of the Republic of Belarus, employees, vehicles and cargo of the Chernobyl NPP and enterprises that operate in the exclusion zone, as well as foreign specialists involved in the implementation of international projects for the closure of the Chernobyl NPP, dated January 20, 2009;

♦ foreigners arriving in the Republic of Belarus on the invitation of legal entities registered on the territory of the Republic of Belarus;

♦ foreigners arriving in the Republic of Belarus to receive medical care-upon presentation of documents (copies of documents) of the healthcare organization of the Republic of Belarus (invitation, contract for the provision of medical care, etc.) confirming the purpose of this trip, as well as persons accompanying them;

♦ foreigners arriving in the Republic of Belarus under concluded contracts for the provision of tourism services for conducting a hunting tour with their participation;

♦ foreigners arriving in the Republic of Belarus to receive education in educational institutions of the Republic of Belarus (admission to educational institutions of the Republic of Belarus) — upon presentation of documents (copies of documents) of the educational institution of the Republic of Belarus confirming the purpose of this trip (invitation to study, call certificate, certificate of education, etc.);

♦ persons travelling to the Republic of Belarus for the purpose of vaccination against COVID-19 infection;

♦ citizens of the Russian Federation travelling to the Republic of Belarus from the territory of the Kaliningrad Region of the Russian Federation by rail without direct transfers on the way.

In exceptional cases related to extraordinary circumstances, as well as in order to ensure the national interests of the Republic of Belarus, by the decision of the Chairman of the State Border Committee or an official authorized by him, foreigners entering for other purposes may cross the State border of the Republic of Belarus.

The requirement of self-isolation:

Citizens of the Republic of Belarus and foreigners who arrived in the Republic of Belarus from countries included in the list of countries where cases of COVID-19 infection are registered, posted on the official website of the Ministry of Health on the global computer network Internet, including those who were in transit through the territory of such countries, are required to be in self-isolation within 7 calendar days from the date of arrival in the Republic of Belarus and are not subject to subsequent admission through the State border of the Republic of Belarus until the expiration of the self-isolation period.

The need for a certificate of absence of COVID-19:

Foreigners who have reached the age of six, with the exception of those who have a permanent or temporary residence permit on the territory of the Republic of Belarus, arriving in the Republic of Belarus, must have an original or a copy of a medical document on paper or in electronic form, including in the “Travelling without COVID-19” system, confirming a negative result of a laboratory test for COVID-19 infection.

Citizens of the member states of the Eurasian Economic Union who have reached the age of six, with the exception of those who have a permanent or temporary residence permit on the territory of the Republic of Belarus, arriving in the Republic of Belarus from the territory of the countries of the Eurasian Economic Union, submit a negative result of a laboratory test for COVID-19 infection using the mobile application “Travelling without COVID-19”.

The test is performed no later than three days before the date of crossing the State border of the Republic of Belarus (including the date of its crossing) by the polymerase chain reaction method. The medical document must contain the surname, proper name, patronymic (if any) of the citizen, the date of the laboratory test for COVID-19 infection (in Belarusian, or Russian, or English).

The absence of a medical document with the results of a laboratory study is the ground to refuse the foreigners’ entry to the Republic of Belarus.

The presence of a negative PCR test of the citizens of the Republic of Belarus and foreigners who have arrived from countries where cases of coronavirus infection are registered does not exempt them from the need to observe 7-day self-isolation.

The requirements of self-isolation and the necessity of a certificate do not apply to:

♦ persons following diplomatic and service passports, passes (travel documents) Of the United Nations or on the travel documents of the European Union, as well as members of their families following with them;

♦ heads and members of official delegations;

♦ foreigners providing international technical, foreign gratuitous and other assistance to the Republic of Belarus;

♦ foreigners arriving in the Republic of Belarus on the invitation of legal entities registered on the territory of the Republic of Belarus;

♦ drivers of vehicles performing international road transportations, as well as transportation of international mail;

♦ employees of the State Courier Service of the Republic of Belarus who deliver official correspondence and diplomatic mail on interstate courier routes;

♦ employees of the republican unitary enterprise “Special Communication”, who deliver special items on interstate routes of special communication;

♦ members of the crews of aircraft, inland water transport vessels, train crews, locomotive crews, conductors of freight cars of international railway communication;

♦ citizens of the Republic of Belarus, foreigners who have a permit for permanent or temporary residence on the territory of the Republic of Belarus, arriving in the Republic of Belarus after being on a business trip to which they were sent by legal entities and individual entrepreneurs registered on the territory of the Republic of Belarus;

♦ persons travelling to the Republic of Belarus on notification of a serious illness or death of a close relative, spouse (spouse), as well as persons accompanying them;

♦ persons carrying out the transportation of stem cells, organs for transplantation;

♦ citizens of the Russian Federation who are in transit through the territory of the Republic of Belarus to the Russian Federation;

♦ foreigners travelling in transit through the territory of the Republic of Belarus in accordance with the Agreement between the Government of the Republic of Belarus and the Cabinet of Ministers of Ukraine on the simplified procedure for driving the section of the Slavutych — Chernobyl NPP highway that passes through the territory of the Republic of Belarus, employees, vehicles and cargo of the Chernobyl NPP and enterprises that operate in the exclusion zone, as well as foreign specialists involved in the implementation of international projects for the closure of the Chernobyl NPP, dated January 20, 2009;

♦ persons who are in transit through the territory of the Republic of Belarus and have documents confirming departure from the Republic of Belarus within 24 hours. Persons who have exceeded the 24-hour transit period are allowed to pass through the State Border of the Republic of Belarus only if they have a medical document with the results of a laboratory study;

♦ foreigners arriving in the Republic of Belarus under concluded contracts for the provision of tourism services for conducting a hunting tour with their participation;

♦ persons who have an original or a copy of a paper document on the course of vaccination against COVID-19 infection: the course of vaccination against COVID-19 infection must be completed within 1 to 12 months before the date of arrival on the territory of the Republic of Belarus. The document on vaccination must contain the surname, proper name, patronymic (if any) of the citizen, the date of completion of the vaccination course (in Belarusian or Russian and (or) English).

Rules of departure from the Republic of Belarus:

The crossing of the State Border of the Republic of Belarus for departure from the Republic of Belarus by citizens of the Republic of Belarus, as well as foreigners who have a permit for permanent or temporary residence on the territory of the Republic of Belarus, at road checkpoints, simplified checkpoints, checkpoints at railway stations (stations), checkpoints in river ports, has been temporarily suspended.

Exit restrictions do not apply to persons entering through the Minsk National Airport, as well as to:

♦ persons following diplomatic and service passports, passes (travel documents) of the United Nations or on the travel documents of the European Union, as well as jointly following with them members of their families;

♦ heads and members of official delegations;

♦ drivers of vehicles performing international road transportions, as well as transportation of international mail;

♦ employees of the State Courier Service of the Republic of Belarus who deliver official correspondence and diplomatic mail on interstate courier routes;

♦ employees of the republican unitary enterprise “Special Communication”, who deliver special items on interstate routes of special communication;

♦ members of the crews of aircraft, inland water transport vessels, train crews, locomotive crews, conductors of freight cars of international railway communication;

♦ citizens of the Republic of Belarus, as well as foreigners who have a permit for permanent or temporary residence on the territory of the Republic of Belarus, sent on a business trip by legal entities and individual entrepreneurs registered on the territory of the Republic of Belarus;

♦ persons leaving the Republic of Belarus on notification of a serious illness or death of a close relative (parents, adoptive parents, children, including adopted children, siblings, grandparents, grandchildren), a spouse, as well as persons accompanying them;

♦ persons carrying out the transportation of stem cells, organs for transplantation;

♦ citizens of the Republic of Belarus who have a residence permit, a passport of a citizen of the Republic of Belarus for permanent residence outside the Republic of Belarus or another valid document confirming the right to permanent or temporary residence in a foreign state-for leaving the Republic of Belarus to the place of permanent or temporary residence;

♦ persons leaving the Republic of Belarus to receive medical care-upon presentation of documents (copies of documents) of the receiving medical organization or the Ministry of Health of the Republic of Belarus confirming the purpose of this trip, as well as persons accompanying them;

♦ persons leaving the Republic of Belarus in connection with the implementation of labour activity on the territory of a foreign state-upon presentation of documents confirming the fact of the implementation of labour activity (an employment contract (contract) with a foreign employer or a copy thereof, a work permit issued by an authorized organization of the receiving party);

♦ persons leaving the Republic of Belarus for education in foreign educational organizations-upon presentation of documents (copies of documents) confirming their education in a foreign educational organization, or documents (copies of documents) of an educational institution of the Republic of Belarus on sending students to study in a foreign educational organization;

♦ foreigners who have a permit for permanent or temporary residence on the territory of the Republic of Belarus-to leave the Republic of Belarus for the country of their citizenship;

♦ persons who have arrived in the Republic of Belarus on notification of the death of a close relative (parents, adoptive parents, children, including adopted children, siblings, grandparents, grandchildren), spouse (spouse) and following the departure from the Republic of Belarus, as well as persons accompanying them;

♦ citizens of the Republic of Belarus, foreigners who have a permit for permanent or temporary residence on the territory of the Republic of Belarus, citizens of the Russian Federation travelling from the Republic of Belarus to the territory of the Kaliningrad Region of the Russian Federation by rail without direct transfers on the way;

♦ persons departing to participate in sports events on the territory of a foreign state — upon presentation of a document confirming the purpose of this trip, issued by the Ministry of Sports and Tourism.

In exceptional cases related to extraordinary circumstances, as well as in order to ensure the national interests of the Republic of Belarus, by the decision of the Chairman of the State Border Committee or an official authorized by him, crossing the State Border of the Republic of Belarus to leave the Republic of Belarus may be allowed. The requirement of self-isolation for such persons remains, such permission can be given after 7 calendar days from the date of the end of the self-isolation period.
